Algorithms influence every facet of modern life: criminal justice, education, housing, entertainment, elections, social media, news feeds, work… the list goes on. Delegating important decisions to machines, however, gives rise to deep moral concerns about responsibility, transparency, freedom, fairness, and democracy. Algorithms and Autonomy connects these concerns to the core human value of autonomy in the contexts of algorithmic teacher evaluation, risk assessment in criminal sentencing, predictive policing, background checks, news feeds, ride-sharing platforms, social media, and election interference. Using these (...) case studies, the authors provide a better understanding of machine fairness and algorithmic transparency. They explain why interventions in algorithmic systems are necessary to ensure that algorithms are not used to control citizens' participation in politics and undercut democracy. ABSTRACT: So far in this book, we have examined algorithmic decision systems from three autonomy-based perspectives: in terms of what we owe autonomous agents (chapters 3 and 4), in terms of the conditions required for people to act autonomously (chapters 5 and 6), and in terms of the responsibilities of agents (chapter 7). -/- In this chapter we turn to the ways in which autonomy underwrites democratic governance. Political authority, which is to say the ability of a government to exercise (...) power, may be justifiable or not. Whether it is justified and how it can come to be justified is a question of political legitimacy. Political legitimacy is another way in which autonomy and responsibility are linked. This relationship is the basis of the current chapter, and it is important in understanding the moral salience of algorithmic systems. We will draw the connection as follows. We begin, in section 8.1, by describing two uses of technology: crime predicting technology used to drive policing practices and social media technology used to influence elections (including by Cambridge Analytica and by the Internet Research Agency). In section 8.2 we consider several views of legitimacy and argue for a hybrid version of normative legitimacy based on one recently offered by Fabienne Peter. In section 8.3 we will explain that the connection between political legitimacy and autonomy is that legitimacy is grounded in legitimating processes, which are in turn based on autonomy. Algorithmic systems—among them PredPol and the Cambridge Analytica-Facebook-Internet Research Agency amalgam—can hinder that legitimation process and conflict with democratic legitimacy, as we argue in section 8.4. El artículo, a partir de la idea de “confluencias” sugerida por Bispo y comentada por Krenak, busca discutir el papel central de las directoras/es de escuelas y otras instituciones para el establecimiento de múltiples “confluencias”: entre estudiantes, entre estudiantes y docentes; entre docentes; entre los responsables de los estudiantes y los docentes; entre todos los funcionarios escolares; entre la comunidad escolar y la comunidad en torno a la escuela; entre la dirección de la escuela y otros niveles de administración escolar; (...) etc. Con el apoyo en las investigaciones con los cotidianos y en las experiencias narradas y comentadas de múltiples acontecimientos, se trabajan tres diferentes ‘_espaciostiempos’_: el tiempo de la pandemia en una escuela infantil; las tensiones y soluciones para las decisiones acerca de la dirección de la escuela en un colegio universitario; la creación de una carrera experimental de formación docente en un municipio diferente a la sede universitaria. Con esas narrativas y análisis se sustenta un estudio más general de los contextos existentes, hoy, que se relacionan con las cuestiones existentes en los ‘_espaciostiempos’ _educativos. (shrink)

This paper has two aims. The first is to explain a type of wrong that arises when agents obscure responsibility for their actions. Call it “agency laundering.” The second is to use the concept of agency laundering to understand the underlying moral issues in a number of recent cases involving algorithmic decision systems. This study tested the direct effects of Dark Tetrad traits on organizational and interpersonal counterproductive work behaviors. We also examined the moderating effects of the three dimensions of organizational justice – distributive justice, procedural justice, and interactional justice – on the Dark Tetrad-CWBs relationships. Based on the data from 613 employees across different occupations, the results revealed that only psychopathy and sadism had significant effects on CWBs targeted at the organization. The results also supported the direct effect of sadism on (...) interpersonal CWBs. The findings confirmed the moderating role of interactional justice but differentially, depending on the dark trait and the target of workplace deviance. Whereas low and medium levels of interactional justice moderated the relationship between Machiavellianism and CWBs directed to the organization, it did not play any role in narcissism, psychopathy, and sadism. Regarding CWBs aimed at other people, interactional justice emerged as a significant moderator in Machiavellianism and sadism. But, whereas sadistic employees performed more harmful behaviors toward other individuals whatever their level of interactional justice, if people high in Machiavellianism perceived a high fair interpersonal treatment, they did not show deviant behaviors directed at other employees. The paper concludes with some suggestions and recommendations about the relevance of organizational justice in the influence of dark personality traits on CWBs. (shrink)

Heidegger tries to explain our emotional life applying three schemes: causal explanation, mental internalisation of emotions and metaphorical expression. None of the three schemes explains emotion though. Either because the causal nexus does not always occur or because objects and people in the external world are carriers of emotional agents or because language is already on a metaphorical level. Moreover, how is it possible that there are presently emotions constituting our life without our being aware of their existence? From the (...) analysis of boredom in its three varieties (“bored by X”, “get oneself bored”, and “it is boring”) we will get to the depth where emotions lie, trying to rouse them and to keep them awake. Although it surfaces with the force and energy of the present, every emotion has its past and future constitution. How can we understand the future of a present emotion along with its past? (shrink)

In Insight, an essay on human understanding, Lonergan presents a heuristic model of emerging probability in order to define, explain and extract norms from the dynamism common to all nature, including human nature, a dynamism that mirrors the reality of intellection. Continuity between different levels of nature discloses a directed, upward, but indeterminate dynamism of the emerging generalized probability. In addition to the ethical consequences that he elaborates, Lonergan remains in an open hermeneutic framework, beyond being proportionate to discursive reason; (...) he opens the way for a surprising final manifestation of this universal dynamism through what he calls transcendent conjugated forms of generalized probability emerging – faith, hope and charity – that are proposed to human freedom. ABSTRACT: One important criticism of algorithmic systems is that they lack transparency. Such systems can be opaque because they are complex, protected by patent or trade secret, or deliberately obscure. In the EU, there is a debate about whether the General Data Protection Regulation (GDPR) contains a “right to explanation,” and if so what such a right entails. Our task in this chapter is to address this informational component of algorithmic systems. We argue that information access is integral for respecting (...) autonomy, and transparency policies should be tailored to advance autonomy. -/- To make this argument we distinguish two facets of agency (i.e., capacity to act). The first is practical agency, or the ability to act effectively according to one’s values. The second is what we call cognitive agency, which is the ability to exercise what Pamela Hieronymi calls “evaluative control” (i.e., the ability to control our affective states, such as beliefs, desires, and attitudes). We argue that respecting autonomy requires providing persons sufficient information to exercise evaluative control and properly interpret the world and one’s place in it. We draw this distinction out by considering algorithmic systems used in background checks, and we apply the view to key cases involving risk assessment in criminal justice decisions and K-12 teacher evaluation. -/- The link below is to an open access version of the chapter. This paper aims at presenting a horizontal approach to the design of communication for joint action in human-robot interaction. According to this approach, social robotics must focus on different parameters of the whole joint action including context, the embedded situation and human psychological profile during the design and test process. Such an approach aims at complementing the standard building-block model that represents the state-of-the-art in robotic communication. Stringy corrections to the ordinary Heisenberg uncertainty relations have been known for some time. However, a proper understanding of the underlying new physical principle modifying the ordinary Heisenberg uncertainty relations has not yet emerged. The author has recently proposed a new scale relativity theory as a physical foundation of string and M theories. In this work the stringy uncertainty relations, and corrections thereof, are rigorously derived from this new relativity principle without any ad-hoc assumptions. "Organização" é um conceito amplamente empregado nos romances filosóficos de Sade. O sentido do termo, contudo, parece mudar conforme a teoria do personagem. Tal polissemia não é uma invenção de Sade, pois pode-se discernir, em obras filosóficas dos séculos XVII e XVIII, pelo menos cinco significados diferentes para a palavra: um sinônimo de máquina cartesiana, uma disposição específica da matéria que possibilita a vida, a forma com que a matéria viva se dispõe num todo contínuo, um mero arranjo geométrico de (...) partículas, uma propriedade da matéria. O objetivo deste artigo é esclarecer problemas de interpretação do romance sadiano referentes ao uso do conceito de organização pelos personagens. Para isso, será preciso, primeiro, examinar os principais sentidos do conceito nos séculos XVII e XVIII para aplicar, em seguida, os diferentes significados aos discursos dos libertinos. Trata-se de analisar como a plurivocidade do conceito na Idade Moderna se estende ao romance sadiano e de que maneira um sentido específico de organização modifica teorias acerca de um mesmo objeto ou acorda discursos sobre assuntos diferentes. We argue that an essential element of understanding the moral salience of algorithmic systems requires an analysis of the relation between algorithms and agency. We outline six key ways in which issues of agency, autonomy, and respect for persons can conflict with algorithmic decision-making.

Resumen Como es muy conocido, Frege afirmó que la expresión ‘el concepto caballo’ se refiere a un objeto y no a un concepto. En este artículo, en primer lugar, mostramos cómo hay algunos barruntos de esta paradoja en textos anteriores a 1891. En segundo lugar, revisamos algunos argumentos que defienden que con el término ‘el concepto caballo’ Frege se refería a la extensión del mencionado concepto. Por último, sostendremos que, aun cuando el concepto caballo sea dicha extensión, es muy poco (...) lo que sabemos de su naturaleza. Esto último se debe a la forma fragmentaria en que Frege introduce las extensiones de concepto en los Grundgesetze y en ensayos previos.As is well known, Frege stated that the expression ‘the concept horse’ refers to an object and not to a concept. In this article we firstly show how there are some hints of this paradox in texts prior to 1891. Secondly we review some arguments given in the literature to hold that with ‘the concept horse’ Frege referred to the extension of the mentioned concept. Finally, we argue that, even if the concept horse is such an extension, we still know very little about its nature, given the fragmentary way in which Frege introduces the extensions of concepts in Grundgesetze and in previous essays. Nursing staff plays a key role in the public health response to the COVID-19 pandemic, being in the front line of care. This study sought to synthesise the qualitative literature on care experiences of frontline nurses during the COVID-19 pandemic. A search was conducted on five databases in January 2021. Fifteen qualitative studies met the inclusion criteria and were included in the research, being submitted to interpretive meta-synthesis according to the eMERGe guide. The final synthesis included a line of argument (...) that shows the experiences of frontline nurses during the COVID-19 pandemic, divided into three major themes: ‘Instability on the edge of a cliff: unpredictable and unknown context,’ ‘The price of walking the tightrope: the uncertainty surrounding care,’ and ‘Finding the balance to reach the other side: dealing with the emotional demands of care.’ Although essential in the health response to the COVID-19 pandemic, nurses experienced an emotional impact arising from the hampered care provision. Our results point to need for strengthening the training of nurses and future nurses, creating and promoting measures that contribute to their psycho-emotional well-being, ensuring a safe environment for their clinical practice, and promoting their participation in decision-making processes. Contemporáneamente se reivindica la certeza en todos los espacios, también en el de la creencia: si una creencia no puede certificarse (hecha cierta), se considera infundada. En este artículo me propongo analizar la noción de “certeza” con ayuda de las reflexiones de Wittgenstein y aplicar ese análisis al caso particular de la creencia religiosa. Al mismo tiempo, trato de mostrar que cuando se defiende o se critica que la creencia ha de venir avalada por razones, se invoca una determinada arquitectura (...) epistémica que singulariza la razón como una facultad cuyas posibilidades y cuyo modo de funcionamiento vienen impuestos por la naturaleza del objeto conocido, que a su vez ha sido determinada por la razón misma. En este aparente círculo vicioso, es necesario revisar la idea de “razón” para permitir que la realidad, con su riqueza, pueda ser abordada con “razones”. (shrink)

De manera inmediata y tradicional pensamos que hablar sobre política exige forzosamente ligarla a la idea de conflicto. Si bien es cierto que el carácter político marca ciertos modos de habitar el mundo, también es relevante aclarar que, a partir del concepto que tengamos de política, podremos darnos cuenta de si la idea de conflicto es inherente a esta o si la política puede ser pensada desde otro horizonte. Hans-Georg Gadamer nos ofrece una serie de reflexiones hermenéuticas en torno al (...) lenguaje y al diálogo; a partir de allí, intentamos atisbar un concepto de política no solo inherente al conflicto, sino también a su parte medular como lo es el diálogo prudente. Pensar en una política dentro del marco de un horizonte dialógico nos permite arrojar luz a problemas particulares que nos aquejan hoy, los cuales nos interpelan a pensar y repensarlos para comprender por qué hemos llegado a ser lo que somos. The main aim of this paper is to examine how the recent themata developments in Social Representations Theory can be linked with the classical process involved in the construction of social representations—anchoring—, as well as with the communicative modalities that are part of the theory since its inception. This was done through a study of the representation of GMOs in the Portuguese press, taken as an opportunity for addressing the issues related to the role played by old categories in rendering (...) new meanings and in establishing new categories.A further objective of the study, more applied in nature, was to explore whether the central characteristics of the representations of biotechnology in European countries were also present in Portugal.All articles that included the expressions Genetically Modified/Genetic Modification/Manipulation or Transgenics, were collected, in five Portuguese newspapers, during the years of 1999, 2000 and 2001. Content analysis of the 239 articles collected showed that their thematical organisation re-constitutes the Red/Green dichotomy found in most European countries. The Red/health discussion is structured around such themata as health/disease, risk/safety, benefits/problems, and anchors in categories like science and progress. The nature/culture opposition emerges, in turn, in the Green/food discussion, which anchors on categories like ideology and employs Propaganda as a communicative modality—a set of indicators configuring a more polemic debate. The conclusions discuss the relevance of linking themata with anchoring and the importance of devising more fine-grained tools for the analysis of Diffusion. (shrink)

El presente artículo está centrado en la teoría de sistemas de Niklas Luhmann, y su aporte a la teoría de la complejidad. A partir de la necesidad de observar y generar una nueva teoría que pudiese dar cuenta de las diversas relaciones que surgen de los fenómenos sociales, Luhmann trata de construir una teoría, introduciendo diversos conceptos que le permiten reducir la complejidad; pero a la vez, esa misma operacionalización posibilitó en Luhmann una creciente complejización de sus ideas, siendo uno (...) de los primeros intelectuales que se interesó y que aportó significativamente a la teoría de la complejidad. An extended scale relativity theory, actively developed by one of the authors, incorporates Nottale's scale relativity principle where the Planck scale is the minimum impassible invariant scale in Nature, and the use of polyvector-valued coordinates in C-spaces (Clifford manifolds) where all lengths, areas, volumes⋅ are treated on equal footing. We study the generalization of the ordinary point-particle quantum mechanical oscillator to the p-loop (a closed p-brane) case in C-spaces. Its solution exhibits some novel features: an emergence of two explicit scales (...) delineating the asymptotic regimes (Planck scale region and a smooth region of a quantum point oscillator). In the most interesting Planck scale regime, the solution recovers in an elementary fashion some basic relations of string theory (including string tension quantization and string uncertainty relation). It is shown that the degeneracy of the first collective excited state of the p-loop oscillator yields not only the well-known Bekenstein–Hawking area-entropy linear relation but also the logarithmic corrections therein. In addition we obtain for any number of dimensions the Hawking temperature, the Schwarschild radius, and the inequalities governing the area of a black hole formed in a fusion of two black holes. One of the interesting results is a demonstration that the evaporation of a black hole is limited by the upper bound on its temperature, the Planck temperature. (shrink)

Is Economics an ‘objective’ or ‘positive’ science, independent of ethical and political positions? The financial crisis that began in 2007 gave rise to renewed doubts regarding the ‘objectivity’ of economics and brought into the public arena a debate that was previously confined to academia. A remarkable feature of the public debate on the value neutrality of economics since then was that it not only involved indictments of ideological biases in economic theory, but also the attribution of the crisis itself to (...) the unethical orientation of economic agents, of economists acting as experts and of ‘economic science’ itself. The contributors to this volume believe that economists of all persuasions are once again compelled to probe the normative foundations of their discipline and give a public account of their doubts and conclusions. Neste artigo, sustento que tal interpretaçáo náo é apoiada pela evidência textual. Além disso, discuto tentativas feitas por diversos autores no sentido de mostrar que as inclinações favoráveis sáo na verdade compatíveis com a argumentaçáo de Kant nos Fundamentos e defendo uma versáo em particular da tese da compatibilidade. In his 1982 book Wittgenstein On Rules and Private Language, Saul Kripke maintains that Wittgenstein´s rule following considerations land us with a skeptical argument about meaning. This essay contains a short exposition of Kripke´s argument. In addition, I hold, both on textual grounds and by an appeal to some select secondary literature, that Wittgenstein offered no such skeptical argument in the Philosophical Investigations . Although Wittgenstein certainly repudiates a view of meaning based on temporally located mental states, it does not (...) follow that there can be no meaning-grounding facts of other sorts. Although it is true that mental states, viewed atomistically, offer no sure foundation for meaning, I argue that it need not follow, pace Kripke, that no facts about an individual´s past mental life can ever make it clear that he meant ‘plus’ rather than ‘quus’ while performing any addition. For the individual´s past mental life is indeed relevant to meaning when considered in its unfolding in time. The essay further contains explorations on the very nature of the practice of following a rule and ends with a discussion of the solitary rule follower. (shrink)

Ce texte témoigne des actions que l'Organisation a entreprises pour faciliter la circulation internationale de l'information, par la création notamment d'espaces d'échanges entre acteurs au niveau international. Son engagement a permis de dépasser certaines difficultés imposées par le contexte historique de ses premières décennies d'existence. Cette analyse des contradictions politiques initiales et de la dynamique qui s'en est suivie nous montre l'importance décisive qu'a (...) pu jouer l'Unesco en tant que forum d'échanges internationaux en faveur de la communication et des médias.Since its inception, UNESCO has played an important role for the communication in the world. This text reflects the actions that the organization has undertaken to facilitate the international flow of information, including through the creation of spaces for exchanges between actors at the international level. His commitment has overcome some difficulties imposed by the historical context of its first decades of existence. This initial analysis of the political contradictions and dynamics that ensued shows the decisive importance has played Unesco as a forum for international exchange of communication and media.
